Bryan’s role is that of a Business Development Officer and a Lender rolled into one. Consistent with prior industry experience, his focus at New York Business Development Corporation (NYBDC) is to provide small business financing in New York State. This is generally accomplished using SBA products; 7(a), Community Advantage and 504.  Bryan also serves as Excelsior Growth Fund’s (EGF) Chief Lending Officer.  EGF is a newly formed CDFI based in NYC.

In these two roles, Bryan oversees community lending relations with banks, non-bank lending institutions, technical assistance providers and other lending professionals throughout the downstate New York market.

Prior to joining NYBDC, Bryan worked for Zions Bank as a Commercial Loan Officer where he originated and underwrote SBA 504 and rate and term commercial loans.  He also worked as Zions’ Regional Director where he co-originated and purchased owner-occupied first mortgage loans from financial institutions along the East Coast (i.e. Maine through Florida).

At Time Warner, Liz increased sales by 15% through spending and profitability modeling and saved the corporation 20% by finding and eliminating unprofitable sources of customer acquisition across the $4B publishing division.   For the $250M BOMC division, she led a 12-person multi-disciplinary transition team in a $30M acquisition as she conducted due diligence, identified risks and opportunities, and integrated operations all within 12 weeks.

Liz holds an MBA in Finance from New York University and a BA in Economics from Brandeis University.  She has also served on several non-profit Boards; running sold-out leadership events as a long-time board member for Women in Cable Telecommunications (WICT) and now heading the New York Women in Communications (NYWICI) Programming Committee, focusing on leadership and technology events.

Rafael “Ray” Salaberrios joined the Empire State Development in 2010 he currently holds the position of Vice President for Economic Revitalization in ESD’s Community Economic Development Department In this capacity, Ray oversees the development and implementation of the Distressed Neighborhood Initiative aimed at generating economic activities in distressed communities throughout NY State.  Ray oversees and manages ESD’s Metropolitan Economic Revitalization Fund (MERF), a $30 million revolving loan fund designed to attract large scale, employment generating economic development projects. He also manages the $20 Million Bridge to Success Loan program which is targeted to help NYS certified MWBEs with their working capital needs. and the Job Development Authority (JDA) which provides direct loans for the growth of manufacturing and other eligible businesses within New York State. With the goal of economic growth in mind for New York State businesses JDA is authorized to issue special purpose bonds in an aggregate amount of $750 million.

Prior to joining ESD, Ray served as President of the Bronx Overall Economic Development Corporation (BOEDC).  Under contract to the Office of the Bronx Borough President, BOEDC spearheads major revitalization projects in the Bronx and is the key resource organization for the Bronx business community, providing free technical assistance and an array of services to attract businesses to the borough; encourage entrepreneurship; and help businesses of all types thrive in the Bronx. Ray has a bachelor’s Degree in economics from Herbert Lehman College.
